It's totally public. The Department of Building Services for Springfield puts it out every month and sends it to people if they request it. They even put it on the city's website, although I don't remember exactly where. The city's website is: http://www.ci.springfield.mo.us

If you send an email to ekukal@ci.springfield.mo.us and tell her you want to be on the list for blighted properties, she'll do it.

Does this change each month or do alot of them carry over?

Mmm... I just checked the June and July versions, and although I just skimmed it, it looks like it's mostly the same properties. Probably just a few added or deleted properties that I didn't notice.
