Yup, the whole thing was explorable. There's a ~10in^2 hole that small people could squeeze thru to get inside, but myself and a few others had to rappel in and mechanically ascend out thru a hole blown in the ceiling of the Power Dome. Yeah, you could traverse the entire base. And there were smaller tunnels and crawlspaces hidden behind walls and in the ceilings, too. We camped down there overnight.

It was indeed an arousing place. I didn't do it justice with my photos tho, as most were underexposed or didn't represent the scenes well. It was dark as pitch down there, so aligning shots while keeping footing was tough.
