I think he was drunk? Apparently his sweater was stuck in the tree, and it looks like he's falling all over. There was a sort of follow up, when his sister came forward, saying shooting him was the wrong choice (http://www.ky3.com/news/local/family-of ... 8_23761312)

I doubt many explorers would refuse to put their hands up when accosted by police that aggressive.

Maybe just don't get fucked up in the woods with a sweater on, is the real lesson here?

Yeah, he probably wasn't exploring. Still lets you know some of the cops aren't afraid to shoot you.
