Website slowness and errors

Is UO going slow lately for anyone else or is it just me?

Also, i keep running into this error on a blank white page:

"Found

The document has moved here.
Apache Server at www.undergroundozarks.com Port 80"

UO has been loading pretty slowly for me, but I don't get any backend errors like that. It's as if the site is having problems receiving or processing page requests or trouble reading from the database, because it's only slow after I click links, but not while I'm receiving pages that are ready.

Is it still doing it? Hostgator was supposed to be upgrading to a new version of PHP and I'm worried that screwed something up because the site runs on pretty old php stuff.
