200KB pictures now allowed

I bumped the per-picture size limit up to 200 KB from 100 KB. I initially set it at 100 because I wasn't really sure how the picture attachment feature was going to affect our disk space or bandwidth. Since it hasn't had much of an impact, I moved it up in the interest of having better resolution pictures.
