There's a tunnel that does the same thing in australia.
Its fucking HUGE and we have only managed to get into it twice when the door access just happened to be left un-lock.
Damn lucky we were!

-------------------->

The Tunnel starts 40 m below sea level west of the Lane Cove river and runs 16 km east to finish 100 m below sea level (160 m below ground) underneath the North Head sewage treatment plant. With a diameter ranging from 3.8m to 6.6 m, the Tunnel has a total storage volume of nearly 500 million litres or 500 ML.

For 300-330 days a year, the tunnel remains empty (in Standby Mode) for most of the time as it will generally only receive overflows when the capacity of the Northern Suburbs Ocean Outfall Sewer (NSOOS) is exceeded during wet weather.

For about 30-40 days of wet weather each year, the Tunnel runs according to the wet weather operating mode. As flows in the NSOOS rise during wet weather, the system diverts dilute overflow sewage into the tunnel.
