Politico's article on STL sewers captioned this as Forest Park Tunnel where RDP runs underground. I've walked from outfall/Macklin to the steps in Forest Park and don't recall this area. Anyone know where this might be?

I'm thinking that's just past the steps. If you're looking up at the steps, that would be to the right. I think.

Hmm...possibly, it's been decades since I was there.
Here's another view (Not my photo). I don't remember the other outlet on the far wall of the drop structure but I think you're right.

I believe LA has similar ideas for parts of the LA river.
Pretty parks aside, I question if that Iowa Mayor mentioned solutions for the two things the regularly cause flooding along the rdp, ie keeping the channel clear of debris in the upper reaches and high Mississippi River stages overtopping the rdp's banks in the lower reaches.
More online investigation than onsite exploration these days.
