That is definitely asbestos on those old pipes. I remember seeing a video on youtube a few years ago of UE'ers exploring underground NYC tunnels to access an abandoned police station. All the steam pipes were wrapped in layers of asbestos most of which was starting to separate and fall off said pipes. The city also refuses to abate the issue because a study by the Army COE found that removing it will stir it up and cause more danger than just letting it sit. Asbestos is so fine in powder form that merely stepping on it will cause it to fly through the air. Much the same way divers have to be careful not to stir up silt when cave diving.
